Toma Kostia was a recurring character in the seventh season of the FX series Justified. He is portrayed by Terry Kinney, who is credited as a special guest star for his role.
Biography[]
Terry Kinney is the head of the Albanian mob in Detroit, Michigan. He is the owner of the Venus Adult Day Care, where his mother once lived and which he claims to have purchased as a distressed property to rehabilitate.
City Primeval/Season 7[]
In "Kokomo," Toma receives a visit from Deputy U.S. Marshal Raylan Givens and Detective Norbert Bryl of the Detroit Police Department. They have come because Toma's nephew, Skender Lulgjuraj, had his leg badly injured in an incident and they want him to get Skender to admit who it was who did it to him. Toma describes Skender as being an idiot man-child who makes bad decisions. When, however, Raylan suggests that this is an opportunity for him to make better decisions, Toma replies that he knows why they are there. He tells them that what they want is only a satisfaction of a mandate for order, but that this is not justice, justice being what he wants. He says that whoever did this to Skender did it to him and he will gaze into their eyes. At this, Norbert comments that Toma will be gazing into the eyes of some Russian, when the person that he should be looking for is Clement Mansell. Seeing the reaction of him and those around him, he asks if this is a secret, that Skender got legged by a "dickwad" from Oklahoma. Raylan then asks Norbert to leave them. After Norbert is gone, Toma comments that he wasn't supposed to tell him that, that the name is unfamiliar, but it can change. Raylan tells Toma that what he has to understand his his place in line, that he can have Clement charged with assault, but it won't make much difference if he's already in jail for life. Toma, however, tells him that they need to find Clement quick, or he'll be dead.
In "The Smoking Gun," Toma and several of his fellow Albanians are present with Carolyn Wilder when she receives a call from Raylan, telling her that he and Clement are going to meet at the Radisson hotel bar. She suggests that he might swing by and pick her up first, but he tells her that he'll see her when it's done and ends the call. "Okay," Carolyn then comments to Toma and the others. They then head over to the bar, where they intercept Raylan and Clement, force them to surrender their weapons, and get into a car. As they drive them to an undisclosed location, Clement keeps talking until Besnik Drake makes a comment in Albanian. "Come again?" asks Clement and Toma tells him that it's an old Albanian saying, that it means that "Silence is a golden moment." Raylan then tells Toma that the gun they took wrapped in paper is a murder weapon, that it's enough to put Clement away for two lifetimes. "This is murder weapon?" asks Toma, unwrapping the package and feeling the gun. Raylan asks if him if he'll let him do his job, but he just speaks of the hard life that he and the others had in Albania. He says that sometimes the old ways are the only ways, motioning at Besnik to stop the car. He then gets out and tosses the gun into the river, then gets back in the car, staring at Raylan. He tells Besnik to drive.
In "The Question," Toma and the others arrive at an abandoned warehouse on the edge of Detroit, where Carolyn Wilder is waiting. Upon seeing her, Clement tries to play things cool, expressing delight at his attorney being there and stating that they have Raylan by the gonads. "We had a deal," Carolyn tells Toma and he agrees, stating "You want this one taken care of and you want this one taken care of." He leads Clement into a room, Besnik destroys a fusebox and Raylan pushes a button to close the door. Clement shouts and pleads, cursing, but they ignore him. "And where'd he go?" quips Toma, giggling. Carolyn heads off for the car and Toma tells him that this way satisfies them both, that it's like Skender doing it, but better. He tells Raylan that it's a soundproof room, but maybe one day some neighbors will notice the smell and they'll say "Oh, this is where he's been hiding." He hands Raylan back his gun and the notebook. "Goodbye, Marshal," he tells him.
Back at the Albanians' hideout, the Venus, Skender goes to Besnik, complaining that he wants to take care of Clement personally, but that Toma won't tell him where he is. He sees that Besnik knows something and gets him to give up the details, but at the warehouse, Clement kills him and manages to escape. He then visits the Venus and cuts a swath of destruction through the hallways, before finally finding the room that Besnik and Toma are hiding in. He kills Besnik and Toma grabs a gun, firing off a wild shot, but Clement shoots him, then shoots him a second time to make sure he is dead.
